Project overview
When East Timor became independent in 2002, a large proportion of Indonesian school teachers and government agency officials returned to Indonesia creating a serious deficit in education and other public services. The Ministry of Education is still in the early stages of development and is just launching the new curriculum for first grade. In the rural areas of Baucau, many primary school children are being taught by unqualified volunteer teachers.
