Canllawiau i ddatblygu eich cynnig llawn ar gyfer y Gronfa Gweithredu Hinsawdd - Ynni a Hinsawdd
Wrth ddatblygu eich cynnig llawn, dylech gyfeirio at ein meini prawf a blaenoriaethau ar gyfer y gronfa hon.
Os ydych chi’n ymgeisio i’r Gronfa Gweithredu Hinsawdd – Ein Dyfodol Ni, dylech gyfeirio at ein canllawiau i ddatblygu eich cynnig llawn ar gyfer Ein Dyfodol Ni.
Ystyried eich effaith amgylcheddol
Rydym wedi ymrwymo i'ch helpu i warchod yr amgylchedd. Gallwch wirio ein canllawiau ar leihau eich effaith amgylcheddol.
Mae gan ein Hyb Hinsawdd hefyd wybodaeth am ein dull o fynd i’r afael â’r argyfwng hinsawdd, gan gynnwys dysgu a mewnwelediad, straeon a chyllid.
Tegwch, amrywiaeth a chynhwysiant yn eich prosiect
Dylech hefyd ystyried tegwch, amrywiaeth a chynhwysiant wrth ddylunio a chynnal eich prosiect. Dylech gofio adlewyrchu hyn yn holl atebion eich cynnig llawn. Gallwch gael rhagor o wybodaeth trwy wirio’r egwyddorion cydraddoldeb ar ein gwefan.
Sut i gyflwyno eich cynnig llawn
Dyma’r pum cam y dylech eu cymryd i gyflwyno eich cynnig llawn:
- cam 1 – ymateb i’n cwestiynau
- cam 2 – cwblhau cyllideb y prosiect gydag amcangyfrifon incwm
- cam 3 – creu cynllun prosiect
- cam 4 – casglu eich cyfrifon blynyddol diweddaraf
- cam 5 – cwblhau ffurflen ar-lein lle byddwch chi’n ateb rhagor o gwestiynau am eich prosiect a’ch sefydliad. Byddwn ni hefyd yn gofyn i chi uwchlwytho’r dogfennau yr ydych yn eu creu yng nghamau 1 i 4 yn ystod y cam hwn.
Cam 1 – ymateb i’n cwestiynau
Bydd angen i chi baratoi’r atebion i’r cwestiynau hyn mewn dogfen Word (neu debyg). Yna, dylech chi uwchlwytho’r ddogfen rydych chi’n ei chreu fel PDF pan fyddwch chi’n cyrraedd ‘Cam 5’.
Mae cyfyngiadau o ran nifer y geiriau ar gyfer pob cwestiwn. Ni allwn warantu y byddwn ni’n darllen testun sy’n mynd y tu hwnt i’r cyfyngiadau geiriau. Ni fyddwn ni’n derbyn atodiadau fel papurau ymchwil neu ddogfennau gwerthuso oni bai ein bod ni wedi gofyn amdanynt yn benodol.
Mae angen i chi ddweud wrthym:
1. Beth yw eich gweledigaeth a’r amcanion hirdymor ar gyfer eich prosiect?
Dylech ddweud wrthym am:
- eich gweledigaeth gyffredinol ar gyfer y prosiect
- gweithgareddau’r prosiect a’i ganlyniadau disgwyliedig
- y dystiolaeth rydych chi wedi’i chasglu i ddangos mai’r prosiect a’i ddull yw’r hyn sydd ei angen
- sut fydd eich gweithgareddau’n gynaliadwy ar ôl i’r cyfnod ariannu ddod i ben.
Gallwch ysgrifennu hyd at 600 o eiriau ar gyfer yr adran hon, ond peidiwch â phoeni os byddwch chi’n defnyddio llai o eiriau.
2. Lle a sut fydd eich prosiect yn gweithio?
Dylech ddweud wrthym am:
- lle fydd y prosiect yn digwydd – gan gynnwys a yw’n wledig, trefol neu’n arfordirol
- pwy fydd ynghlwm – gan gynnwys faint o bobl ac a oes grwpiau penodol o bobl rydych chi am weithio gyda nhw
- y materion penodol a wynebir gan y gymuned o ran newid hinsawdd a mynd i’r afael â’i hôl-troed carbon
- sut mae eich prosiect yn ymateb i unrhyw amcanion y llywodraeth, cynlluniau neu flaenoriaethau lleol
- unrhyw brosiectau gweithredu hinsawdd eraill sydd wedi cael eu cynnal yn eich ardal
- unrhyw heriau y disgwylir i chi eu hwynebu a sut fyddwch chi’n eu goresgyn.
Gallwch ysgrifennu hyd at 800 o eiriau ar gyfer yr adran hon, ond peidiwch â phoeni os byddwch chi’n defnyddio llai o eiriau.
3. Sut fyddwch chi'n gweithio gydag eraill i gyflawni eich prosiect?
Dylech ddweud wrthym:
- sut byddwch chi'n ymgysylltu â chymunedau, sefydliadau neu grwpiau rydych chi'n gweithio gyda nhw (neu'r rhai rydych chi'n gobeithio gweithio gyda nhw) ac yn eu cefnogi.
- Pwy allai fod ei angen arnoch i'ch helpu i gyflawni nodau eich prosiect?
Os ydych yn ymgeisio fel partneriaeth (ychydig o grwpiau yn gweithio gyda’i gilydd tuag at nod cyffredin, lle maent i gyd yn derbyn rhywfaint o arian y grant ac yn gyfrifol am gyflawni rhannau o’r prosiect)
Dylech ddweud wrthym:
pwy fydd ynghlwm â’ch partneriaeth – ar gyfer pob sefydliad, dylech gynnwys:
- statws cyfreithiol eu sefydliad - gallwch [ddod o hyd i ba fathau o sefydliadau sy’n gymwys i ymgeisio ar ein gwefan]
- enw prif gyswllt – gan gynnwys eu rôl, manylion eu rôl yn y bartneriaeth.
- sut fydd y bartneriaeth yn cael ei llywodraethu (os oes gennych bartneriaeth) – er enghraifft, gyda chytundeb partneriaeth
- sut mae’r bartneriaeth wedi dod at ei gilydd
- am beth fydd pob partner yn gyfrifol am wneud.

4. Sut fydd y prosiect yn rhoi cymunedau’n gyntaf?

- sut mae’r gymuned ynghlwm â dyluniad, datblygiad a darpariaeth y prosiect
- i bwy rydych chi wedi siarad â nhw wrth ddatblygu’r prosiect hwn
- sut mae’r prosiect yn ymateb i’r hyn mae’r gymuned ei angen ac yn cefnogi’r hyn sy’n bwysig iddynt.

5. Sut fyddwch chi’n mesur ac yn gwerthuso’r prosiect?
Dylech ddweud wrthym:
- sut fyddwch chi’n mesur ac yn adrodd am y gwahaniaeth a wnewch. Cyn i chi ymateb, darllenwch yr adran “yr hyn i’w ddisgwyl gennym ni” isod i ddeall ein dull dysgu a chasglu tystiolaeth.
- beth yw’r newidiadau yr ydych chi’n disgwyl eu gweld.

- cyfranogiad ac ymgysylltiad

6. Sut fyddwch chi’n dysgu ac yn rhannu’r hyn yr ydych chi’n ei ddysgu?
Rydym ni’n disgwyl i chi gael cynllun ymgysylltu fel y gallwch chi ddweud wrth eraill am yr hyn rydych chi’n ei wneud a’i ddysgu. Cyn i chi ymateb, darllenwch yr adran “yr hyn i’w ddisgwyl gennym ni” isod i ddeall ein dull dysgu a chasglu tystiolaeth.
Dylech ddweud wrthym:
- sut fyddwch chi’n sefydlu proses reolaidd o ddysgu am y prosiect a’r bartneriaeth, os yn berthnasol.
- sut fyddwch chi’n sicrhau bod y dysgu hwn yn cael ei rannu’n amserol ac mor eang â phosibl
- am eich dulliau, cynulleidfaoedd a’ch dull
- sut fyddwch chi’n cynyddu cyfranogiad yn y broses ddysgu
- pa brofiad sydd gan y sefydliadau yn eich partneriaeth (os oes un gennych – os na, ewch i’r cwestiwn nesaf) o gynhyrchu a rhannu dysgu
- pa gefnogaeth fyddai ei hangen arnoch gennym ni i’ch helpu i ddysgu a rhannu’r hyn a ddysgwch– er enghraifft o ran arweinyddiaeth, technoleg neu werthuso.

7. Sut fyddwch chi’n cyrraedd mwy o bobl?
Lle bo’n bosibl, hoffem i’r prosiectau yr ydym yn eu hariannu ymgysylltu â phobl y tu hwnt i’r rhai hynny sydd eisoes yn gweithredu yn erbyn newid hinsawdd.
Hoffem wybod hefyd sut fyddwch chi’n ceisio cynnwys pobl a chymunedau sy’n debygol o gael eu heffeithio fwyaf gan newid hinsawdd, wrth ddatblygu a darparu’r prosiect. Gwyddom y bydd hyn yn golygu gwahanol bethau i wahanol bobl a chymunedau.
Dylech ddweud wrthym:
- beth yw eich cynlluniau i ymgysylltu â chynulleidfaoedd newydd a chynnwys rhagor o bobl yn eich cymuned yn y prosiect
- os byddwch chi’n mesur pwy sydd ynghlwm â’ch gwaith a pheidio
- am ba brofiad sydd gennych chi a’ch partneriaid (os oes partneriaid gennych) wrth wneud newidiadau i gynyddu cyfranogiad ac ymgysylltiad
- sut fyddwch chi’n sicrhau bod buddion eich prosiect yn mynd y tu hwnt i gymuned eich hun – gan gynnwys pa brofiad sydd gennych chi neu eich partneriaid o wneud hyn.

Cam 2 – cwblhau cyllideb y prosiect gydag amcangyfrifon incwm
Rydym wedi anfon templed o’r gyllideb atoch dros e-bost. Mae angen i chi gwblhau hwn, ei gadw fel PDF a’i uwchlwytho pan fyddwch chi’n cyrraedd ‘Cam 5’.
Dylai eich cyllideb gynnwys:
- cyllideb prosiect lawn, realistig wedi’i rhannu fesul blwyddyn, gan gynnwys:
- faint fydd yn cael ei roi i unrhyw bartneriaid (os oes un gennych – os na, ewch i’r cwestiwn nesaf)
- cyllid arall sydd gennych neu yr ydych chi’n chwilio amdano (gan gynnwys unrhyw benderfyniadau rydych chi’n aros amdanynt)
- manylion rolau swydd a ariennir trwy’r prosiect, gan gynnwys:
- nifer y rolau a’u hyd
- a oeddent yn eu rôl yn barod neu a fyddant yn cael eu recriwtio
- pa bartner fydd yn eu recriwtio (os yn berthnasol)
- manylion unrhyw wasanaethau a fydd yn cael eu caffael a’u gwerth. Yn fras, unrhyw weithgareddau neu wasanaethau na fyddant yn cael eu darparu gan bartner a enwir (os yn berthnasol)
- amser a chost ar gyfer partneriaid prosiect (os oes partneriaeth gennych) i adlewyrchu a dysgu drwy gydol y prosiect.
Wrth ddylunio a datblygu eich cyllideb, rhaid i chi ystyried yr amser a'r adnoddau sydd eu hangen i chwarae rhan weithredol yn y gweithgareddau lefel rhaglen a amlinellir yn yr adran “yr hyn i'w ddisgwyl gennym ni”.
Yn dibynnu ar fath a maint eich prosiect, dylech neilltuo o leiaf un neu ddau ddiwrnod y mis ar gyfer ymgysylltu. Mae’n bwysig cynnwys hyn yn eich cynlluniau a’ch cyllidebau.
Cam 3 – creu cynllun prosiect
Mae angen i chi gwblhau cynllun prosiect, ei gadw fel PDF a’i uwchlwytho pan fyddwch chi’n cyrraedd ‘Cam 5’.
Gallwch chi uwchlwytho’r cynllun ym mha bynnag fformat sy’n addas i chi. Ni ddylai cynlluniau ysgrifenedig fod yn hirach na 1,000 o eiriau.
Hoffem ddeall yr hyn a fydd yn cael ei ddarparu a phryd, gan gynnwys:
- amserlen o brif weithgareddau’r prosiect
- cerrig filltir, canlyniadau ac allbynnau’r prosiect
- pa bartneriaid fydd yn gwneud beth, a phryd, os yn berthnasol
Cam 4 – casglu eich cyfrifon blynyddol
Mae’n rhaid i chi gael eich cyfrifon blynyddol diweddaraf, eu cadw fel PDF a’u huwchlwytho pan fyddwch chi’n cyrraedd ‘Cam 5’.
Cam 5 – cwblhau ffurflen ar-lein ac uwchlwytho eich dogfennau
Byddwn ni’n anfon dolen atoch i ffurflen ar-lein dros e-bost. Nid oes angen i chi ei chwblhau i gyd mewn un tro. Gallwch ei chadw a dychwelyd ati pe bai angen.
Yn y ffurflen, byddwn ni’n gofyn am wybodaeth gennych gan gynnwys:
- manylion eich sefydliad
- manylion eich prosiect
- manylion y prif gyswllt a’r uwch gyswllt – gan gynnwys dyddiadau geni a chyfeiriadau cartref
- dogfennau ategol gan gynnwys:
- eich ymatebion i’n cwestiynau – a restrir yng ‘Ngham 1’
- cynllun prosiect – disgrifir yng ‘Ngham 2’
- cyllideb gydag amcangyfrifon incwm – disgrifir yng ‘Ngham 3’
- cyfrifon blynyddol diweddaraf – disgrifir yng ‘Ngham 4’
- dogfen lywodraethu (os nad ydych chi’n elusen neu’n gorff statudol).
Yr hyn i'w ddisgwyl gennym ni
Mae'r Gronfa Gweithredu Hinsawdd yn ymrwymiad 10 mlynedd o £100m i ysbrydoli a chefnogi cymunedau i weithredu ar yr hinsawdd. Fe’i sefydlwyd fel rhaglen addasol, wedi’i ymrwymo i gynhyrchu a rhannu dysgu a thystiolaeth mewn amser real. Ein blaenoriaeth ddysgu allweddol yw adeiladu achos cryf dros rôl newid hinsawdd a arweinir gan y gymuned ac ysbrydoli gweithredu a arweinir gan y gymuned ledled y DU a thu hwnt.
1. Dysgu Gyda'n Gilydd
Rydym yn cynnig cyfleoedd datblygu a chyd-ddysgu i’r holl brosiectau a ariannwn drwy’r Gronfa Gweithredu Hinsawdd. Rydym yn cynnig cyfleoedd datblygu a chyd-ddysgu i’r holl brosiectau a ariannwn drwy’r Gronfa Gweithredu Hinsawdd.
Bydd prosiectau llwyddiannus yn ymuno â grŵp o brosiectau cymunedol, lleol a DU gyfan. Mae'r prosiectau hyn yn rhannu uchelgais, ymrwymiad a phenderfynoldeb i ysbrydoli cymunedau i weithredu ar yr hinsawdd ac ymddwyn yn ecogyfeillgar, gan eu helpu i lunio dyfodol cynaliadwy a gwella bywydau pobl.
Gyda chefnogaeth partneriaid dysgu rydym yn trefnu digwyddiadau chwarterol (ar-lein), boreau coffi a sesiynau rhwydweithio i greu cysylltiadau a rhannu arfer da. Fel rhan o’r grŵp, bydd disgwyl i chi gymryd rhan a chyfrannu at y digwyddiadau hyn. Neilltuwch adnoddau ar gyfer hyn (e.e. amser, cyllideb, a disgwyliadau rolau).
2. Casglu Tystiolaeth
Rydym wedi ymrwymo i rannu tystiolaeth a dysgu a gynhyrchir gan y rhaglen gyda deiliaid grantiau ar draws y Gronfa, cymunedau, llunwyr polisi a’r sector ehangach gan gynnwys cyllidwyr eraill.
O ystyried yr amrywiaeth eang o brosiectau rydym yn eu hariannu, nid ydym wedi defnyddio dull rhagnodol o gasglu a gwerthuso tystiolaeth. Ond, rydym yn disgwyl i bob prosiect a ariennir gael cynlluniau cynhwysfawr ar waith i fesur ac adrodd ar y gwahaniaeth y maent yn ei wneud.
- Unwaith y flwyddyn, byddwn yn gofyn am rywfaint o wybodaeth gyson gan bob prosiect am eich nodau a gweithgareddau (dangosyddion monitro allweddol). Bydd y rhain yn feintiol ac yn ansoddol a byddant yn rhoi cipolwg ar weithredu hinsawdd a arweinir gan y gymuned ar draws y rhaglen.
- Ddwywaith y flwyddyn, byddwn yn gofyn i chi ddweud wrthym sut mae eich prosiect yn mynd - gan gynnwys yr hyn yr ydych yn ei ddysgu a'r gwahaniaeth y mae eich gweithredu a arweinir gan y gymuned yn ei wneud.
- Drwy gydol eich prosiect, byddwn yn gofyn i chi gymryd rhan mewn ymchwil wedi’i thargedu ar bynciau, cwestiynau neu themâu blaenoriaeth. Er enghraifft, ymchwil a rhannu dysgu ar bynciau penodol fel trafnidiaeth, ymgysylltu ag awdurdodau lleol, arferion cydraddoldeb, amrywiaeth a chynhwysiant.
3. Ysbrydoli Eraill
Byddwn yn darparu cyfleoedd hyfforddi, offer ac adnoddau i'ch cefnogi i lunio'ch stori newid a'ch galluogi i estyn allan i gynulleidfaoedd amrywiol ac ysbrydoli eraill i weithredu.
Fel rhan o grŵp o brosiectau, byddwch yn gweithio gydag arbenigwyr Cyfathrebu i gefnogi’r astudiaethau achos a’r stori am y rôl y gall cymunedau ei chwarae wrth fynd i’r afael â newid hinsawdd.
Wrth ddylunio a datblygu eich cyllideb mae’n rhaid i chi ystyried yr amser a’r adnoddau sydd eu hangen i chwarae rhan weithredol yn y gweithgareddau lefel rhaglen a amlinellir uchod i wneud yn siŵr eich bod yn manteisio ar y cynnig hwn i’r eithaf.
Yn dibynnu ar fath a maint eich prosiect, dylech neilltuo o leiaf un neu ddau ddiwrnod y mis ar gyfer ymgysylltu. Mae’n bwysig cynnwys hyn yn eich cynlluniau a’ch cyllidebau.
Pethau eraill rydym yn eu hystyried pan fyddwn yn asesu eich cais
Os ydych yn gwneud cais am grant datblygu hinsawdd a natur yn unig
Rydym yn cynnig grantiau datblygu llai i ymgeiswyr sydd angen amser i ddatblygu eu partneriaeth, ymgysylltu’n ehangach neu brofi eu dulliau.
Gallwch wneud cais am grant datblygu rhwng £50,000 a £150,000. Gall grantiau datblygu ariannu prosiectau am 12 i 18 mis.
Nid yw cael grant datblygu yn gwarantu y byddwch yn cael cyllid mwy hirdymor wedyn.
Efallai na fydd gennym ddigon o gyllid i gynnig grantiau llawn i bob prosiect sy’n cael grant datblygu. Os ydych yn cael grant datblygu, dylech chwilio am gyllid mwy hirdymor arall o ffynonellau heblaw'r Gronfa Gweithredu Hinsawdd.
Beth i'w wneud am gytundebau partneriaeth
Os yw eich prosiect yn cynnwys partneriaeth, nid oes angen i chi anfon cytundeb partneriaeth atom gyda'r cais hwn. Ond bydd angen i ni weld hyn os byddwn yn rhoi grant i chi.
Bydd pob partneriaeth yn wahanol yn dibynnu ar y partneriaid a sut maent yn cytuno i gydweithio. Dylai pob partneriaeth allu dangos sgiliau, profiad, gallu ac ymrwymiad ar y cyd i gyflawni'r prosiect.
Dylent hefyd gael:
- cytundeb ar sut y dylid gwneud penderfyniadau allweddol a'u cyfathrebu
- rolau a chyfrifoldebau wedi'u nodi'n glir ac y cytunwyd arnynt ar gyfer pob partner.
Rydym yn derbyn dau strwythur cyfreithiol ar gyfer partneriaethau gan gynnwys:
- sefydliad partner arweiniol – sy'n ymrwymo i gytundebau partneriaeth â thrydydd partïon, sy'n dod yn is-ddeiliaid grant
- grŵp o sefydliadau sy'n cydweithio.
Bydd angen cytundebau ysgrifenedig rhwymol-gyfreithiol arnom
Os byddwn yn ariannu partner arweiniol, mae angen i ni gael cytundebau ysgrifenedig rhwymol-gyfreithiol rhwng y partneriaid. Rhaid i'r rhain nodi'r rolau a'r cyfrifoldebau a sicrhau bod pob partner yn cadw at ein telerau ac amodau. Nid ydym yn creu nac yn adolygu cytundebau ar gyfer trydydd partïon.
Os byddwn yn ariannu grŵp o sefydliadau, rydym yn disgwyl i bob deiliad grant fod yn ddarostyngedig i'n telerau ac amodau. Byddem hefyd yn disgwyl memorandwm cyd-ddealltwriaeth rhwng y partneriaid sy'n nodi disgwyliadau ynghylch rolau, cyfrifoldebau a threfniadau llywodraethu, gan gynnwys rôl Cronfa Gymunedol y Loteri Genedlaethol.
Dywedwch wrthym am unrhyw drefniant partneriaeth sydd eisoes gennych yn eich cais
Os yw strwythur partneriaeth eisoes ar waith, dylech ddweud wrthym yn eich cais. Hoffem wybod am y trefniadau sydd eisoes ar waith (yn gyfreithiol orfodadwy neu fel arall). Efallai bydd angen gwelliannau i’r trefniadau cyfredol arnom neu berthnasoedd cyfreithiol newydd.
Templed cytundeb partneriaeth
Gallwn roi templed cytundeb partneriaeth i chi, neu gallwch chi greu un eich hun. Gallai’r templed fod yn ddefnyddiol os oes gennych chi un partner arweiniol — y partner sy’n cael yr holl gyllid ac yn trosglwyddo rhywfaint ohono i bartneriaid eraill.

Equality, diversity and inclusion in your project
You should also consider equity, diversity and inclusion when designing and running your project. You should remember to reflect this in all the answers in your full proposal. You can get more information by checking the equity principles on our website.
How to submit your full proposal
There are five steps you should take to submit your full proposal:
- step 1 – respond to our questions
- step 2 – complete the project budget with income projections
- step 3 – create a project plan
- step 4 - gather your latest annual accounts
- step 5 - fill out an online form where you’ll answer more questions about your project and organisation. We’ll also ask you to upload the documents you create in steps 1 to 4 at this stage.
Step 1 – respond to our questions
You’ll need to prepare the answers to these questions in a word document (or similar). You should then upload the document you create as a PDF when you get to ‘Step 5’.

- who will be involved – including how many people and if there are any particular groups of people you’re looking to work with
- the specific issues the community faces around climate change and addressing its carbon footprint
- how your project responds to any government objectives, local plans or priorities
- any other relevant climate action projects that have taken place in your area
- any challenges you expect to face and how you will overcome them.

3. How will you work with others to deliver your project?
You should tell us:
- how you will engage with and support communities, organisations or groups you’re working with (or those you hope to work with).
- Who might you need to help you achieve the aims of your project?
If you are applying as a partnership (a few groups working together towards a shared goal, where they all receive some of the money from the grant and have responsibility for delivering parts of the project)

who will be involved in your partnership - for all organisations, you should include:

- the name of a main contact – including their job role, and details of their role in the partnership.
- how the partnership (if you have a partnership) will be governed – for example, with a partnership agreement
- how the partnership has come together
- what each partner will be responsible for doing.

4. How will the project put communities first?

- participation and engagement

6. How will you learn and share what you learn?
We expect you to have an engagement plan so you can tell others about what you’re doing and learning. Before your respond, read the “what to expect from us section” below to understand our approach to learning.
You should tell us:
- how you will set up a regular process of learning about the project and about the partnership, if relevant.
- how you will make sure this learning is shared on time, and as widely as possible
- about your methods, audiences and approach
- how will you increase participation in the learning process
- what experience the organisations in your partnership (if you have one, if not go to the next question) have of generating and sharing learning
- what support you would need from us to help you learn and share what you learn – for example in leadership, technical or evaluation.

7. How will you reach more people?
Where possible, we want the projects we fund to engage with people beyond those already taking climate action.
We also want to know how you’ll try to involve people and communities who are likely to be hardest hit by climate change, in both the development and delivery of the project. We know this will mean different things to different people and communities.
You should tell us:
- what your plans are to engage new audiences and get more people in your community involved in the project
- if you will measure who is and isn’t involved in your work
- about what experience you and your partners (if you have partners) have in making changes to increase participation and engagement
- how you will you make sure the benefits of the project go beyond your own community – including what experience you or your partners have of doing this.

Step 2 – complete the project budget with income projections
We’ve sent you a budget template by email. You need to complete this, save it as a PDF and upload it when you get to ‘Step 5’.
Your budget should include:
- a realistic, full project budget broken down by year including:
- how much will go to any partners (if you have a partnership, if not go to the next question)
- other funding you have or are looking for (including any decisions you are waiting to hear about)
- details of job roles funded through the project, including:
- the number and length of roles
- whether they are already in post or will be recruited
- which partner will recruit them (if applicable).
- details of any services that will be procured and their value. In other words, any activities or services that will not be delivered by a named partner (if applicable)
- time and cost for you and any project partners (if you have a partnership) to reflect and learn throughout the project
When you design and develop your budget, you must consider the time and resource required to have an active role in the programme level activities outlined in the “what to expect from us” section.
Depending on the type and size of your project, you should allocate at least one to two days per month to engagement. It’s important to build this into your plans and budgets.
Step 3 – create a project plan
You need to complete a project plan, save it as a PDF and upload it when you get to ‘Step 5’.
You can upload the plan in whatever format suits you best. Written plans should be no longer than 1,000 words.
We want to understand what will be delivered and when, including:
- a timeline of main project activities
- project milestones, outcomes and outputs
- which partners will do what, and when, if applicable
Step 4 - gather your annual accounts
You need to get your latest annual accounts, save them as a PDF and upload it when you get to ‘Step 5’.
Step 5 – fill out an online form and upload your documents
We’ll send you a link to an online form by email. You do not need to do it all in one go. You can save it and come back to it if you need to.
In the form we’ll ask you for information including your:
- organisation details
- project details
- main and senior contact details – including dates of birth and home addresses
- · supporting documents including your:
- responses to our questions - listed in ‘Step 1’
- project plan - described in ‘Step 2’
- budget with income projections – described in ‘Step 3’
- latest annual accounts – described in ‘Step 4’
- governing document (if you’re not a charity or statutory body).
What to expect from us
The Climate Action Fund is a 10-year a £100m commitment to inspire and support communities to take climate action. It was established as an adaptive programme, committed to generating and sharing learning and evidence in real time. Our key learning priority is to build a strong case for the role of community-led climate change and inspire community-led action across the UK and beyond.
Learning Together
We offer opportunities for development and co-learning to all the projects we fund through the Climate Action Fund. We offer opportunities for development and co-learning to all the projects we fund through the Climate Action Fund.
Successful projects will join a group of community lead, local and UK-wide projects. These projects share an ambition, commitment, and determination to inspire communities to take climate action and adopt environmentally friendly behaviours. Helping them to shape a sustainable future and improve people’s lives.
Supported by learning partners we organise quarterly (online) events, coffee mornings and networking sessions to create connections and share good practice. As part of the group, you’ll be expected to take part and contribute to these events. Please set aside resources for this (e.g. time, budget, and expectations of roles).
Evidence Gathering
We’re committed to sharing evidence and learning generated by the programme with grant holders across the Fund, communities, policy makers and the wider sector including other funders.
Given the wide variety of projects we fund, we have not taken a prescriptive approach to evidence gathering and evaluation. But, we expect all funded projects to have comprehensive plans in place to measure and report on the difference they are making.
- · Once a year, we‘ll ask for some consistent information of all projects about your aims and activities (key monitoring indicators). These will be both quantitative and qualitative and will provide insight into what community-led climate action looks like across the programme.
- Twice a year we’ll ask you to tell us how your project’s going - including what you’re learning and the difference your community-led action is making.
- Throughout your project, we‘ll ask you to take part in targeted research on priority topics, questions or themes. For example, research and sharing of learning on specific subject areas such as transport, local authority engagement, equality diversity and inclusion practices.
Inspiring Others
We’ll provide training opportunities, tools and resources to support you shape your story of change and enable you to reach out to diverse audiences and inspire others to take action.
As part of a group of projects, you’ll be working with Communications experts to support the case studies and story about the role communities can play in tackling climate change.
When you design and develop your budget you must consider the time and resource required to have an active role in the programme level activities outlined above to make sure that you make the most of this offer.
Depending on the type and size of your project, you should allocate at least one to two days per month to engagement. It’s important to build this into your plans and budgets.
Other things we consider when we assess your application
If you’re applying for a development grant
climate and nature only
We’re offering smaller development grants to applicants who need time to develop their partnership, engage more widely or test their approaches.
You can apply for a development grant of between £50,000 and £150,000. Development grants can fund projects for 12 to 18 months.
Getting a development grant does not guarantee that you will get longer-term funding afterwards.
We may not have enough funding to offer full grants to all projects that get a development grant. If you get a development grant, you should look for other longer-term funding from sources other than the Climate Action Fund.
What to do about partnership agreements
If your project involves a partnership, you do not need to send a partnership agreement to us with this application. But we’ll need to see this if we give you a grant.
All partnerships will be different depending on the partners and how they agree to work together. Each partnership should be able to demonstrate collective skills, experience, capacity and commitment to deliver the project.
They should also have:
- an agreement for how key decisions should be made and communicated
- clearly set out and agreed roles and responsibilities for each partner.
We accept two legal structures for partnerships including:
- a lead partner organisation – who enters into partnership agreements with third parties, who become sub grantees
- a group of organisations who work together.
We’ll need legally binding written agreements
If we fund a lead partner, we need legally binding written agreements to be in place between the partners. These must set out the roles and responsibilities and ensure our terms and conditions are adhered to by all partners. We do not create or review agreements for third parties.
If we fund a group of organisations, we expect each grant holder to be subject to our terms and conditions. We'd also expect a memorandum of understanding between the partners which sets out expectations about roles, responsibilities and governance arrangements, including the role of The National Lottery Community Fund.
Tell us about any existing partnership arrangement in your application
If a partnership structure is already in place, you should tell us in your application. We want to know about the existing arrangements in place (legally enforceable or otherwise). If necessary, we might need enhancements to the current arrangements or new legal relationships.

We can give you a partnership agreement template, or you can create your own. The template may be helpful if you have one lead partner — the partner who gets all of the funding and passes some of it on to the other partners.
